POSITION SUMMARY:

The CEO of OptumHealth New Mexico is responsible for overall management and execution of the State of New Mexico Behavioral Health Collaborative risk-based contract. This position is the senior executive position within OptumHealth for client relationship and contract fulfillment with the State of New Mexico, driving a recovery and resiliency philosophy and leading through disciplined performance management.

The CEO of OHNM has accountability for over 200 FTEs serving this contract across 5 key operating sites in the state of New Mexico. The contract term is for 3 years, with the state?s option to renew for an additional year prior to re-procurement. The contract value is in excess of $250 million dollars per year.

Responsibilities include serving as the executive lead to the State (e.g., Behavioral Health Collaborative, Dept of Health, Dept of Human Services, Medicaid Agency, etc), driving overall performance, leading strategic planning and managing the state-based operation.

Working closely with the OptumHealth Management Team, the OptumHealth New Mexico CEO will become familiar with the established vision, mission and strategies of the organization and will build on these to effectively define, articulate and address the current and future needs and priorities of the local market.

Positions in this function include those responsible for management and administration of multiple functions, or management of general business operations. May manage the P&L of a business or part of a business unit. Manage daily operations of multiple levels of staff and multiple functions/departments across one or more business units. May include day to day site operations, management leadership internal and external to organization, accountable for financial and non-financial results (budgets and actuals). Project management and implementation, staff management.

PRINCIPAL DUTIES & RESPONSIBILITIES:

1. Manage overall OHNM execution to achieve goals and ensure smooth and efficient functioning of the contract execution, meeting quality and business goals.

2. Ensure the timely and effective completion of contract deliverables and compliance with regulations.

3. Leads the relationship with the Collaborative, member agencies, providers and stakeholders in development, implementation, and enhancement of systems of care that are responsive to consumers in New Mexico.

4. Oversee hiring, promotions and disciplinary actions to assure adherence to human capital policies.

5. Formulate action plans to remedy any findings from audits, NM State activities, utilization reports, provider and client concerns.

6. Demonstrate effective, adaptive leadership style that promotes innovation and accountability, and establishes work priorities; delegate pertinent activities.

7. Represent OHNM enrollees/community and in support of all New Mexico Behavioral Health Collaborative initiatives.

8. Lead responses to implement the OHNM business, lead contract negotiations, lead the implementation of new OHNM business/projects.

Qualifications
  • 5 years of previous leadership position in a managed care company, public program or organization serving government entities
  • 5 years of experience in a multi-function managed care environment including financial and regulatory responsibility
  • Appreciation for the individuals served by state and public healthcare programs
  • Ability to successfully work in a matrix management environment, with a proven track record of building and maintaining effective internal partnerships that lead to external client satisfaction
  • Demonstrated success in recruiting, leading and motivating people to achieve agreed-upon results, with a focus on driving disciplined, fact-based decisions and executing with discipline and urgency
  • Excellent communication skills with demonstrated ability to develop strong and influential relationships with customers and potential customers
  • Knowledge of clinical practice guidelines and applicable regulatory requirements
  • Strong experiential background in functional areas relevant to managed behavioral healthcare in Public Sector including utilization management, care/case management, clinical network services, quality improvement, compliance and claims adjudication
  • Bachelor's degree with an advanced degree (e.g., Ph.D.,MBA, MPH, MSW, JD,) preferred; Graduate degree in behavioral healthcare discipline a positive
